It was a feature request. It's not possible to make the amount dynamic while also allow configuring keyboard shortcuts for them.
The right-click Flag menu still shows the same as before (no additional flags). Which Flag menu are you using (Ctrl+Shift+M or Item | Flags)?
I agree that 32 seems excessive, but that was the request. But I think I will reduce the # shown in the other menus.
