I'm having a problem with the builds failing and visual build is not running the failure step.

here's the output from visual build

4/14/2004 3:02:47 PM: Step 'Data' failed
4/14/2004 3:02:47 PM: Building failure step 'Failure'...

4/14/2004 3:02:48 PM: Step 'Failure' failed
4/14/2004 3:02:48 PM: Build ended.

The step Failure is a "Send Mail" action, and the error message it returns gives no reason for the error.
Failure works most times but it seems if the build fails after "Data" it never works

The step "data" which failed in the first place is a "Run Program" action.

Any ideas to whats going on?
