Locked Tabs
 

Essentially if the lock tabs do not allow a newly selected document to be opened in a new tab by skipping the locked tab, what purpose do they have?

The purpose of a tab with a locked title is to continue displaying the title of the locked item when navigating to other items in that tab (and returning to the locked item with a command/keystroke). A locked title does not have any effect on the behavior of new tabs.
