Run Program doesn't run consistently
 

Hi,

I have a "Run Program" action that doesn't run consistently. Sometimes it runs, and sometimes not.

This is the Command:
CSRCS Retrieve /q /p"Compass" /n%CSRCSSymbolicName%

It's retrieving a tagged set of code from CR-RCS. When I right click on the step and "Rebuild Selected" it runs. When I reset the Visual Build Project and run, the step doesn't execute, which is puzzling. Why wouldn't a step execute? It's not an optional thing. This is driving me nuts.
