When it "hangs" is the "wait" dialog displaying the different titles being imported? Please provide more detail on what behavior you're witnessing (we'd like to resolve any drag/drop issue from Outlook Express).
Another potential workaround would be to export your Outlook Express email messages as individual .eml files, then import these files into Ultra Recall.
To export your OE email messages to eml files, just drag and drop your messages to a folder somewhere on your hard-drive, them import the contents of this folder.
To iimport these eml files into Ultra Recall, either drag and drop them from the folder, or use the Import Wizard @ Files | Import | A folder.
