Personally, I would vote for PHP over Python. However, before this topic degrades into a debate over which is the best scripting language, I would further suggest that UR remain agnostic with regard to scripting languages.
UR should have a setting in the options screen where the user could enter the path to the executable for his desired scripting interpreter (php.exe, etc...) Then have a standard API by which UR passes information to the scripting interpreter and receives responses back.
