Not sure what's wrong there, but it works fine in Word and ListPro in my tests:

From a Command Prompt, you need to use
start "UR" "ur://C:/UR/i.urd?item=3019,1000"
since it doesn't invoke shell commands or URL protocols otherwise, or use the
%UR% %DB% /item %ITEM%
command-line format mentioned at
http://www.kinook.com/UltraRecall/Ma...iscdialog.htm.
Maybe make sure you have run the full installer and aren't using the portable version.
