How to prevent 'Class not registered' error when calling from a Scheduled Task?

A few users have reported encountering the error 'Initialization of Visual Build Pro builder component failed: Class not registered' when launching a build from a Scheduled Task. Those users have also indicated that the problem was resolved for them by putting the VisBuildPro command-line call into a .cmd file and scheduling the .cmd file instead.
