How to Select a Link without Activating It

Normally when clicking a link on any webpages, it activates the linked webpage.

Since UR supports Shift+Ctrl+Q to trigger an external browser, I wonder how it could be possible to select an link without activating it.

BTW, what's the difference between Ctrl+J and Ctrl+Q?

With the arrow keys (rich text) or the Tab key (internal browser).
