Open IME

When I right click in areas of UR I sometimes see an option that says Open IME. What does that do? If I click on it I don't see anything happen other that the right click option becomes Close IME. I also see an option at the bottom of the right click menu that says Reconversion (always greyed out). I am not sure what that is for.
