Replace in a .vcproj file

What is the best way to replace in a .vcproj file:

<Tool
Name="VCCustomBuildTool"
Description="Performing registration"
CommandLine="regsvr32 /s /c &quot;$(TargetPath)&quot;&#x0D;&#x0A;echo regsvr32 exec. time &gt; &quot;$(OutDir)\regsvr32.trg&quot;&#x0D;&#x0A;e cho Execute mtxrereg.exe before using MTS components in MTS&#x0D;&#x0A;"
Outputs="$(OutDir)\regsvr32.trg"

with this:

Name="VCCustomBuildTool"

In other words a developer performs a custom build step - registration. I want to get rid of this step on my build machine.

I'm using VBP v. 7.2a
