Change the resize logic of the Perforce Client Spec/Label tab

The View's multiline edit field could do with some more height. If you feel the need to "steal" it from somewhere, then the Descr field could be reduced. I'd limit the Descr field to 4 lines and give the remaining "growth" to the View field.
