I found a solution. The file
c:\program files\shadeBlue\Visual Build S3 Custom Actions\Interop.VisBuildSvr.dll
needs to be replaced with
c:\program files\VisBuildPro8\Samples\Misc\WebLauncher\Bin\In terop.VisBuildSvr.dll

I hope this helps others in the future.
