VS.NET Action Failure

For some of my VisualStudio 7.1 builds I get a strange error message. Here is an example...

Building project step 'Make XercesC Solution'...

Step 'Make XercesC Solution' failed

Build ended.

Is this a VisualBuild error or a VisualStudio error message? Any ideas on how to fix this?
