Shortcut keys operational everywhere

I'd like to be able to use the keyboard more in UR; keyboard shortcuts like Alt+Ins, that relate to Data Explorer tree operations, don't work when the cursor is in the editor window.

I think this should be enabled, as long as there is no conflict, i.e. the same shortcuts aren't used in editing for other functions.

You can do that now with two shortcuts: Ctrl+1 (or Ctrl+Shift+E), then Alt+Ins. The problem with making that shortcut global is that it would be ambiguous as to which tree it applied to.
