Entering
Maybe -> Pending Maybe -> Kinook in the Flag's List Values field in my_export.urd and clicking OK works in my tests. Entering pending kinook does not (expected, since the 7th value is already 'pending').

Went back & with separate saves was able to accomplish what I wanted, i.e. rename pending -> color 1, save, etc. then went back & renamed pending as 2nd step & it stuck. My mistake was simply changing the order around which didn't communicate to UR that title had changed w/o save in between.
