priority attribute is locked

I'd like to be able to limit the choices either as a number or as a string. Currently priority property is locked. Can this be unlocked or am I going to have to create my own Priority attribute? Thank you.

I wanted to do that, too; but Priority is a System attribute and, according to the Help, you can't change any of those.
