There hasn't been much innovation in paint themes on Windows in quite a while, nor in the graphic toolkit used by UR.
Rather than providing something custom to UR, your best bet would be to try different Windows themes such as mentioned here https://www.kinook.com/Forum/showthread.php?t=5649 or something like https://www.stardock.com/products/windowblinds/
