Error connecting to SMTP server

I just started getting this message. I know the file and the settings are ok because I use the same file on a different machine and it works there. My system was corrupted a few days ago where my index help page was blank. While I was able to fix that this problem still remains. I tried using both the name and ip address or mail server. I also get a response if I ping it so there must be something still on my pc thats hosed.
