It is InstallShield that is complaining, not VBP, so you would need to report the problem to the vendor of IS. Also note that the Professional option on the Project tab of the InstallShield action is intended for IS versions 7 thru 9, and the DevStudio/X/10.5+ option should be used for IS Pro version X or later.
