Perl

I am attempting to use Perl in a "Group" action to create a conditional build based on a file test. I have turned PerlScript on as the default language but am unable to get the simplest of scripts to work. The script is enclosed in [ brackets] so I am out of ideas on how to get Perl to work properly. Do you have any examples of Perl as a conditional build rule to get me started?

Using VBP v6.2a w/ ActivePerl 5.8.7.813 on Windows XP SP2, the attached project, when built, builds the step if the file exists and skips the step if it doesn't. If that doesn't help, please ZIP and send or post:
1) The info from Help | About | Install Info
2) The .bld file
3) A build log file
4) The version of ActivePerl installed
