Ctrl+V vs. Ctrl+Shift+V

The manual says:
Ctrl+V Paste the contents of the clipboard at the current location.
Ctrl+Shift+V Paste a copy of Info Items on the clipboard.

What's the functional difference between the 2 keyboard shortcuts?

Does Ctrl+V deal with text while Ctrl+Shift+V info item? I just don't see it.

Normally (unless Tools | Options | Import | Store contents ... is checked), regular paste (Ctrl+V) of a filename/URL will link the imported document/web page. Paste -> Copy (Ctrl+Shift+V) will store a copy, rather than link, in this situation.

Thanks for your helpful clarification.
But it's very different from the description in the manual.
