tree: moving up and down is slow

Moving an item up and down in tree hierarchy seems slow, particularly if you will hold the keys pressed when you need to move long way.

No big deal, but the faster it gets the better.

It's just hard to re-learn the the through the years automatized habit of moving outline items through keyboard shortcut.
