Internet Explorer 7 Ultra Recall toolbar grayed out

For some reason my IE Ultra Recall toolbar is grayed out in the toolbars list so I can't add it , any suggestions? The context items are working fine and, if it matters, the toolbar is working fine in Outlook.

I'm not sure of what could cause IE to disable a toolbar. Perhaps some over-zealous security software?
