Starting a program by executing its file

I have not yet found any way to set window background colours in Windows 7. I could easily set them in Windows XP but since Windows 7 I have not had the ability to set many of the things I had control over in Windows XP.

I suspect Windows 8 would be even more dire and hide even more settings from the user than Windows 7, after all Microsoft knows best.

How could Microsoft be so stupid as to have a mobile phone interface as the front end for Windows 8?
