How to Output to a file.

This writes to a file at a command prompt:
svnadmin lstxns C:\records\svn_data\repositories\link > C:\Temp\txns.txt

The following does writes to the console instead of the file. How can I make it go to the text file designated by %TEXT_FILE%?
