switching focus

None of my focus options are set in Tools | Options | Miscellaneous, yet when I move selected items from one place in the outline to another <ALT>+L, the focus jumps to the destination. Who told URp to do that & how do I change it? Thank you.

I can't think of any option that could cause that behavior. Can you ZIP and send a database and describe in detail how to reproduce this behavior? Thanks.
