The properties of each Flag is managed with the Flags Dialog.

 

Each Flag has a unique name and several properties that can be modified using this dialog.

 

Hide items with no flag when not showing flagged items: Determines whether items with this no flag are hidden when View | Show Flagged Items is unchecked.
